If you are applying to jobs similar to your previous ones then you probably appear over qualified. This is often more of an issue than under qualified. Try applying to jobs slightly above your station. The fact your attending college, have an associates and have a lot of work experience puts you in line to be a manager, executive assistant, or specialist of some sort for a government contractor. If I were running a department store I wouldn't trust that you'd work for me very long or take the job seriously as you are head and shoulders above the average employee.
