It means there is problem processing your card.  More than likely it's being declined but it could be that the pay at the pump is trying to put a hold on more than you have on your limit and you need to see the attendant to process a charge for a specific amount that will clear.

In any case, I am surprised those gas cards are not closed if you have 5 other Citi cards in default.  Just because they have different customer service numbers or different remittance addresses, does not mean they are not the same company.

Before you get too far into default on those credit card, you should check with an NFCC credit counseling service:  http://www.nfcc.org/.  These are legit, non-profit companies that offer debt management programs for a nominal fee.  They negotiate lower interest and payments so you can pay off your credit card debt.  When you complete the program, you will have decent credit.

You should carefully consider that Citibank has become very aggressive in collecting defaulted accounts.  They are very likely to sue you if you go more than 90 days past due on those accounts.</description>
