PayPal is certainly not the cheapest for a small business, they are however the easiest to setup and some consider them easy to use due to the way they operate. PayPal is not a merchant account, it's basically a third party payment provider that can help you take credit cards/payment from users with PayPal accounts.

However they are notriously targeted by scammers and have thousands of complaints along with several class action lawsuits for good reason. They are a mediocre payment service at best that gets by due to there monopoly on the market, and popularity as the "Preferred Ebay Payment Method"

That atop with there fee's are a very good reason for people who don't have much volume not to use them, I would recommend getting an actual merchant account but be careful because a lot of them have certain requirements they want you to meet in terms of revenue.

I use http://www.prosperms.com/

I know they have options for every business, a google search should yield some other merchant providers.

Good luck, hopefully this can save you some money!
