100% scam.

Only fake sites run by scammers pretending to sell cheap merchandise accept cash payments via Western Union or moneygram.

Western Union and moneygram do not verify anything on the form the sender fills out, not the name, not the street address, not the country, not even the gender of the receiver, it all means absolutely nothing. The clerk will not bother to check ID and will simply hand off your cash to whomever walks in the door with the MTCN# and question/answer. Neither company will tell the sender who picked up the cash, at what store location or even in what country your money walked out the door. Neither company has any kind of refund policy, money sent is money gone forever.

No legit site is going to sell a name brand anything cheaper than the manufacture's official website,

If you receive anything at all, which is highly unlikely, it will be some gosh-awful crappy knock-off.

I don't now that particular website. But sorry but they are full of crap if they say they cannot accept credit cards. Any Chinese business that does business with overseas customers has no problem accepting credit cards. Chinese banks are international - the Bank of China has branches all over the world -- just look at all of the companies they operate in http://www.bankofchinalocations.com/
I've been travelling to China since 1996 and have NEVER had any problem using a foreign credit card in China. Why would they even bother putting credit card logos on their site if they didn't accept them to begin with?

Only a scammer will ask you to pay Western Union or Moneygram or money transfer. They know that you can never get your money back when they don't send you what you ordered. If they won't accept credit cards, DO NOT do business with them. A credit card is your only protection. If you don't get what you ordered, your credit card will refund you. With WU/Moneygram you are screwed. And the scammers know that you are not going to get on a plane to China, hire a private investigator to find them, a lawyer to represent you and a translator and stay long enough to bring a legal case against them. Sending money in this way is NOT safe at all, in fact it offers you NO protection from scams. That's why only a scammer will ask for these methods of payment

You are NOT going to get any cell phone from China for 1/2 the price as at home - that should be your first sign this is a scam

And do you really want to trust any business that is only 5 DAYS old and uses an incomplete address as the registry address?
